"Yes, there was such a place. It was called the Clermont
County Infirmary and housed not only the indigent of the county but
those who were disabled in some way. Two collateral ancestors of
mine lived there until there until at least 1931. You might begin by
contacting the county to see if they still have the old records.

"I believe there was a mental hospital (or wing) connected to
the county "poor house" which was located just outside of
Batavia, where the county engineer is now located. The county should
have these records."
