I have never encountered anything like this in all my previous poorhouse system research.

"The badge looks like one the directors would wear at open house functions or at the annual picnic.  The photo on the badge is not all that clear, but what seems to show in the foreground is the administration building in its final form. Date might be sometime after the turn of the century...maybe 1910 or later."
