Coming in from the cold ... means a lot of things.  It means more than just escaping the dangers of extreme temperatures.

Among homeless people there is a sort of ranking of the degree of safety at various places where they are offered shelter. 

A frequent explanation of why they might refuse shelter somewhere involves the statement —  “I don’t want to have to sleep with my shoes on to keep from having them stolen.”
